Multi-Lingual Services as an Essential Lifeline for Portland’s Homeless

Organizations that provide food, shelter, and medical services are a necessity for those living on the street. Portland, Oregon is home to many services that support the wellbeing of its homeless population, but language barriers continue to be a limiting factor. Being able to effectively communicate one’s needs and understand the availability of resources are key components of survival. Multi-lingual services for those living on the streets not only uphold the dignity of diverse voices, but can save the lives of those calling out for help in a crowd that may not understand them.

The Diversity of Portland’s Homeless Population

Portland is a diverse city. About 10% of Portland’s population is Hispanic, and other prevalent languages spoken in the city include Vietnamese, Somali, and Chinese (City of Portland, Oregon, 2025). Unfortunately, there is a growing over-representation of marginalized minorities amongst those living on the streets. According to an article in the Oregon Times, the increase in homelessness amongst (Black, Indigenous, and People of Color (BIPO) rose by over 114% percent in the Portland area from 2023 to 2025 (Hughes, 2025). The number of homeless people who identified as Asian grew by 65%. 

Although there has been a stark increase in diversity amongst those living on the street in Portland, multicultural outreach has remained limited. Many homeless outreach services operate completely in English. While some outreach services like the Oregon Food Bank have webpages in Spanish, information from the website may be inaccessible to Portland’s growing Vietnamese and Chinese populations. Even if essential services exist, their impact is hurt by their inability to connect with the ever-growing diverse population of the city.

Diverse Voices to Support a Diverse Population

The lack of multi-lingual services for homeless individuals in Portland is not a hopeless problem. Many organizations are taking steps in the right direction. For example, the Portland Rescue Mission offers outreach services in both Spanish and English. Their outreach goes beyond interpretation, as they offer multi-lingual signage at their shelters and food banks. Demand for organizations like the Portland Rescue Mission far outweighs their available resources. Volunteering and donating to organizations that emphasize bilingual staff and interpretation is a necessity.

If the City of Portland is serious about reducing homelessness, increasing multi-lingual services must be a core part of its strategy. Every person, regardless of their housing status or cultural background, deserves to be understood. By supporting organizations that emphasize cultural diversity and by catering to multi-lingual needs, we can assure that all people regardless of their background can have their needs met.
