Are more shelters really the answer in Portland?

Right now there are more homeless shelters and more homeless capacity than ever before in Portland. Many of these shelters are left open with nobody to sleep in the beds. For many of the crowded shelters, there are numerous issues going on. The shelters in North Portland have gotten numerous complaints from residents nearby.  Nearby homeowner, Leah Armstrong, has complained that she has "...seen drug deals go down. Orgies, fights, fires". Homeowners all over have stated that it has become a horrible scene. Marta Guembes stated that“After the shelter happened our neighborhood has changed completely... We are afraid for our children to be out at night.”.

The amount of shelters isn't the issue we need to be focusing on to fix the problems of homelessness because most of the ones we have built have not been succeeding. In some cases, they have made situations worse and more dangerous.
